F Mixolydian will help bring out the major 3rd of the chord though and that is a great sound to dip into. Bb and C Mixolydian and their respective arpeggios will help to sound like you're really playing the changes and will help your phrasing to go with the chords. One way to bring out the IV chord, is to play F Mixolydian over the I chord, and then switch to F Minor Pentatonic over the IV (Bb7) chord.
